Government of Andhra Pradesh has decided to Clustering of Grama Ward Sachivalayam. The Village / ward secretariats will pay a critical role in the effective implementation of Padi Sutralu and achieving the Swarna Andhra Vision. Government has decided to re organize the structure of Grama Ward Sachivalayams in the State of Andhra Pradesh.
Rationalization of GSWS System :
Use of Deep -technology and implementation of real time governance are two essential tools in successfully implementing various initiatives of the state government. To achieve the above objectives, it is essential to re-organize the secretariats, re-orient
the functionaries and make them adapt to the emerging technologies in governance.
The Functionaries working in Village /Ward Secretariats are categorized into three for effective & Real Time delivery of services, schemes, and conduct of on time surveys. Further to adopt IoT, AI, Drone technology and other technologies
- Multipurpose Functionaries
- Technical Functionaries
- Aspirational Functionaries
Clustering of Secretariats :
The Above Mentioned Multi Purpose Functionaries will work in the respective secretariats as usual. But, The technical Functionaries have to work in 2 secretariats i.e,. 1 for 2 secretariats. So, the clustering of secretariats is needed to change. Government has given a module to the MPDO and Municipal Commissioners to their logins.
Guidelines of Clustering :
- Module was given to the MPDO and Municipal Commissioners.
- Each cluster should have 2 or More secretariats.
- Minimum 2 sachivalayams are necessary in each cluster
- If the total number of Secretariats in each mandal or municipality is in odd number. Then one of the cluster will be 3 secretariats.
- All the secretariats in the cluster should be merged according to the Geo Graphical location but no according to Population
Adding of Clusters :
- Click on the link given below of the official website of VSWS
- New option was given in the Officer login as Clustering of Secretariats
- Click on the Clustering of secretariats
- You will see as Add cluster option. Click on Add cluster
- Cluster number will displayed as default
- Click on any cluster number you want to add secretariats.
- Select the sachivalayams in which you want to add to the cluster
- Click on Submit then 1 Cluster will be created successfully
- The table shows the Cluster Name, No of Secretariats, Secretariat Names, Edit and Delete buttons for each Cluster created
- Likewise you need to complete all the secretariats in the mandal or municipality limits
Edit of Clusters :
- After completing of creating of clusters you will see list of cluster
- If you want to change any of the cluster you may need to click on Edit option
- Click on the edit then you may have chance to select the new secretariat or you may deselect the old one
- Pending Secretariats and No of Secretariats will now show the updated numbers
- Likewise you can change or edit the clusters
Delete of Clusters :
- After completing all the clusters the work is done
- If you want to delete any one of the created clusters, Then you need to click on Delete option as shown
- Click on Delete option then you may need to confirm and click on Yes
- By Clicking on Yes, the Alert window shows “Successfully deleted the Cluster” message
- Then the selected cluster will be deleted.
- Then you can create or change the remaining clusters as per requirement
