Government of Andhra Pradesh has decided to do Rationalization in Village Ward secretariat in GSWS Department. In 2019 Previous government has established Village Ward secretariat for the ease of people to do different services and provide welfare to the People of Andhra Pradesh. There are 11,162 village secretariats and 3842 ward secretariats i.e,. total 15,004 Village and ward secretariats established in Andhra Pradesh.
Total 11 secretaries are working in Village secretariat and 10 functionaries are working in Ward Secretariat.
Rationalization in Village Ward Secretariats:
- Now new Government of Andhra Pradesh has decided to do Rationalization in Village ward Secretariats.
- Around 3 categories of Functionaries will be divided in Rationalization like Multipurpose, Technical and Aspirational Functionaries.
- Minimum Population in each secretariat will 2500 population.
- Secretaries will be shifted to other secretariats in case of low population secretariats.
Reason for Rationalization:
There are so many secretariats having less number of functionaries and the population is very and high. And in some cases there are there are all functionaries with no work for them. So the government has decided to jumble and rationalize the staff according to population and work load.
To decrease the work load and provide good service to the public this rationalization is working out.
Government has decided to complete this work as soon as possible at the end of this month.
Rationalization Process :
Villages ward secretariat functionaries are divided into 3 categories
- Multi Purpose Functionaries
- Technical Functionaries
- Aspirational Functionaries.
1. Multi Purpose Functionaries:
These multi purpose functionaries has to do all kinds of work in Secretariat and coordinate with each other. The type of secretaries comes under Multi purpose are
Village secretariat
- Panchayat Secretary
- Welfare and Educational Assistant
- Digital Assistant
- Mahila Police
Ward Secretariat
- Ward Administrative secretary
- Ward Welfare and Development Secretary
- Ward Education Secretary
- Ward Mahila Police
All the above said secretaries are comes under multi purpose functionaries. Government will later give the details of the job chart, Rules and Regulations for this Multi Purpose functionaries.
2. Technical Functionaries :
Technical Functionaries has to work as per their technical department. They comes under their department. Technical functionaries are common in all the categories. In all type of categories 4 technical functionaries will be allotted. Their parent department will follow up their works. The kind of secretaries comes under Technical Category are

- Engineering Assistant
- Village Surveyor
- ANM
- VRO
- Agricultural Assistant
- Veterinary Assistant
- Energy Assistant
Ward Secretariat
- Ward Amenities Secretary
- Ward Planning Secretary
- Ward Health Secretary
- Ward Revenue Secretary
- Ward Sanitation Secretary
- Ward Energy Secretary
All the above said functionaries are comes under Technical Category. They common in all the secretariats.
3. Aspirational Functionaries :
Government has decided to deploy aspirational secretary in every village to give services related to Technology regarding AI and drones and to improve services and provide knowledge to public in all the villages and wards.
No. of Functionaries in Each Secretariat after Rationalization:
- Secretariats having less than 2500 population will have 2 multi purpose functionaries and 4 Technical Functionaries
- Secretariats having population from 2500 to 3500 will have 3 multi purpose functionaries and 4 Technical Functionaries
- Secretariats having population above 3500 will have 4 multi purpose functionaries and 4 Technical Functionaries

- There will be no change in the secretariats count in state. All the 15004 secretariats will be functional after the rationalization process
- Panchayat Secretary will lead the Village secretariat and Ward Administrative Secretary will lead the ward Secretariat
- Village Ward secretariats has to work as Real time governance offices
- Government has decide to do geotag to all the houses and mapping to all the people in the State to provide good services
